Phil Hardman 是BBC Studios亞洲區資深副總裁暨總經理。Phil十多年前自BBC倫敦調派亞洲,他的專業背景包括風險管理、財務領導和商業策略。從東南亞、印度、日本到南韓,Phil帶領BBC Studios在亞洲的商業團隊與發行活動。他與亞洲各地才華洋溢的優秀團隊推廣BBC Studios的各個頻道與串流影音產品,與區域內及全球夥伴開發內容產製合作,同時拓展授權和消費者產品業務,包括現場活動、教育和商品等。

Phil Hardman is the Senior Vice President, and General Manager for BBC Studios Asia. With a background in risk management, finance leadership and business strategy, Phil moved to Asia over 10 years ago from BBC London. Phil leads the commercial teams and distribution activities for BBC Studios across Asia including South East Asia, India, Japan and South Korea.
Along with his talented team across Asia, Phil is responsible for developing and delivering growth in Asia across the BBC Studios portfolio of channels and streaming products, expanding content and production partnerships with regional and global partners and growing the licensing and consumer products business including live events, education and merchandise.

Phil Hardman will be giving his exclusive insight on the role that technology and innovation play at BBC Studios in Asia as well as the commercial strategy and digital transformation across Asia and the rest of the world. After the recent incorporation of BBC News’ Commercial and global operations into BBC Studios, Phil will share his own perspective on how this move contributes to BBC Studios’ plans from a digital transformation and requirements for digital governance.

崔善旭博士是韓國廣播電信學會副會長和KBS策略長。他主責KBS對於觀眾、組織、技術和市場演變上的策略因應;他也負責KBS及其服務應該如何回應這些變化的實務發展。他自中央大學新聞廣播系獲得博士學位,目前是該大學傳播研究所兼任教授,同時也是KT Skylife的非執行董事。
他的職涯始於1993年擔任KBS廣播工程師,在轉向KBS總體策略發展工作之前,歷經許多職務,包括新媒體服務、公共政策和研究單位。他曾是位於德國漢堡的萊布尼茲媒體研究所(漢斯·布雷多媒體研究所)的傳播研究訪問學者。
About the speaker
Dr. Sunwook Choi is Chief Strategy Officer of KBS and Vice President of Korean Association for Broadcasting & Telecommunication Studies. He oversees the KBS’ thinking on the evolution of audiences, organization, technologies and markets. He is also responsible for the development of practical ideas for how KBS and its services should respond to these changes. He received his Ph.D. from Department of Journalism and Broadcasting at Chung-Ang University, and currently serves as an adjunct professor at the Graduate School of Communication at the same university and as a non-executive director of KT Skylife. He began his career at KBS in 1993 as a broadcasting engineer and served various roles including new media service, public policy and research institute before moving into strategy development across the KBS. He was a visiting researcher of communication studies at Leibniz Institute for Media Research (Hans-Bredow Institute), Hamburg, Germany.

KBS的數位轉型挑戰:新觀眾和舊組織
今年是KBS從國營廣播轉型為公共廣播的50周年。我們必須為未來50年做好準備。
然而,預測未來的困難,在於不確定明天會發生什麼。隨著數位科技與網路的普及,社會和媒體產業變化劇烈,觀眾使用媒體的方式亦急劇改變。對此有兩項觀察。首先,如果電視與廣播在公共媒體社會責任的發揮上,一如過往五十年扮演重要的角色,網路則發揮了互補作用,如今這種角色即將發生變化。其次,雖然網路已是世界溝通交流的重要媒介,公共服務媒體在商業網路平台主導的線上場域中,並未扮演重要角色。包括KBS在內的公共媒體,探索未來線上世界以擴展公共服務方式的時候到了,舊/傳統公共媒體組織必須進化,以滿足來自觀眾的新需求。

Digital transformation challenges in KBS: New audience and old organization
This year marks the 50th anniversary of KBS’ transition from state broadcasting to public broadcasting. We have to prepare for the next 50 years.
However, predicting the future is difficult when you’re not sure about what will happen tomorrow. With the spread of digital technology and the Internet, society and the media industry have drastically changed, and the way audiences use media is also rapidly changing. There are two observations. First, if television and radio platforms continue to play an important role in fulfilling the social responsibilities of public media over the past 50 years, and the Internet has played a complementary role, now that role will change. Second, although the Internet has become an important medium for communicating with the world, the point is that public service media has not played a large role in the online space dominated by commercial Internet platforms. It is the time for public media, including KBS, to explore ways to expand public services in the online world of the future, and old(traditional) public media organizations must evolve to meet new demands from audiences.
維菈西妮 博士(Dr. Wilasinee Phiphitkul)
講者介紹
泰國公共電視第四任總經理維菈西妮博士(Dr. Wilasinee Phiphitkul) 於2017年7月首次上任,並於2021年7月連任。她是朱拉隆功大學傳播學士與碩士,並從英國肯特大學獲得女性研究的碩士與博士學位。
維菈西妮博士曾任朱拉隆功大學傳播藝術學院教授和副院長(1993年至2005年)。其後轉換領域,成為泰國健康促進基金會媒體資深總監(2005年至2016年)。2016年至2017年擔任泰國公視副總經理。維菈西妮博士長於策略制定、網絡建構、社會政策倡議、文化評論;對於泰國媒體政策改革長年以來貢獻卓著。
About the speaker
Dr. Wilasinee Phiphitkul
Dr. Wilasinee Phiphitkul is the 4th Thai PBS Director General, first taking office in July 2017. She was appointed for a second term as Director General in July 2021. She received her master’s degree and Ph. D in Women’s Studies from the University of Kent in Canterbury, UK. She also received her bachelor’s and master’s degrees in Journalism & Mass Communication from Chulalongkorn University.
With an academic background, she was a Faculty Member and Deputy Dean at the Faculty of Communication Arts, Chulalongkorn University (1993 - 2005). She switched her career field and became Senior Director of Media for Health Section at the Thai Health Promotion Foundation (2005 - 2016). She was also Thai PBS Deputy Director General between 2016 to 2017. Dr. Wilasinee specializes in strategy development, network building, social & policy advocacy, and cultural criticism. She has long been a major contributor in Thai media policy reform.

Kristian Porter, CEO, Public Media Alliance (PMA)
Kristian is the CEO of the Public Media Alliance, the largest global association of Public Service Media organisations.
Kristian has extensive experience working in public media support and advocacy, with a background in the NGO sector, editorial management, events, and as a journalist. He has worked globally in his roles for PMA and works with the association’s membership and partners to develop campaigns, relationships, strategies, research, and projects. He is a passionate advocate for media freedom and independence, and he is an associate tutor at the University of East Anglia (UEA). Kristian also sits on the steering committee for the Public Broadcasters International (PBI) conference and runs the secretariat for the Global Task Force for public media (GTF).

本場次我們將共同探討公共服務媒體如何持續與觀眾息息相關並受到信任,且跟上快速變化的數位未來。

Keeping Pace, Maintaining Values
With many public service media (PSM) having achieved “digital transition”, the question now is, how do they continue to evolve, adapt, and keep relevant in the digital space?
Competitive pressures, SVODs, new social media and AI are placing extreme pressures on public service media to keep pace with changing technology and audience habits. But change must not come at the cost of core PSM values, the safety of their staff, or the trust that audiences have traditionally placed in them.
In this session, we will explore how PSM are remaining both relevant and trusted, while keeping pace in a rapidly changing digital future.

NHK 資深製作人
1999年加入NHK,主要擔任新聞部製作人,負責新聞報導及時事節目。曾經參與多次重要海外採訪,包括美國總統選舉和中東衝突,亦製作運用最新攝影技術拍攝的體育紀錄片。
自2016年起擔任資深製作人,負責NHK旗艦節目《Today’s Close-up》和晨間生活節目,並在2019年推出打擊假新聞和提高媒體素養的新節目。
2020年起負責數位內容製作,包括文章、短影音與社交媒體。作為團隊負責人,主導廣播和數位媒體整合。
目前在內容規劃與行銷中心負責節目規劃與選擇,並擔任NHK未來數位服務發展專案的秘書長

Senior Producer, Content Programming & Distribution Center
NHK (Japan Broadcasting Corporation)
Since joining NHK in 1999, I have mainly worked as a producer in the news division, responsible for coverage and production of current affairs programs. I have experienced several overseas coverages, such as the US presidential election and Middle East conflicts, as well as production of sports documentaries utilizing the latest filming techniques.
From 2016, I have worked as a senior producer, in charge of NHK's flagship program "Today's Close-up" and morning lifestyle information programs and launched a new program in 2019 on the theme of misinformation countermeasures and media literacy.
Since 2020, I have been responsible for digital content production, including text articles, short videos, and social media. As the head of the team, I lead the integration of broadcasting and digital media.
Currently, I am in charge of program planning and selection at the Content Programming & Distribution Center, and also serving as the general secretary of the project to develop NHK's future digital services.

透過網路播放節目,擁有超過300萬用戶註冊。大多數網站上新聞是以文字發布。
目前,NHK營運200多個社群媒體帳戶,包含Twitter、Facebook、Instagram、LINE,積極利用這些帳戶和觀眾溝通,如同公共關係。
作為公共媒體,NHK採取措施,在新聞部設立團隊,24小時不間斷監看社群媒體貼文,對抗錯誤訊息。
在過去兩年裡,NHK一直在擴大招聘數位專業人員,許多工程師和專案經理也已加入推展新服務。

NHK's DX Trials: Progress and Challenges
NHK, as a symbol of the digital shift, started a service called "NHK Plus", which streams programs over the internet, with over 3 million registered users. Additionally, most news is also posted on the website as text.
Currently, NHK operates over 200 social media accounts, including Twitter, Facebook, Instagram, LINE, actively utilizing them for communication with viewers, such as public relations.
As a public media, we have also taken measures to counter misinformation on social media by setting up a team within the newsroom to monitor social media posts 24/7.
For the past two years, we have been expanding our recruitment of personnel with digital skills. Many engineers and project managers have joined, advancing the development of new services.
I will introduce NHK's digital shift initiatives.

She is a trained journalist and experienced executive media manager with a demonstrated history in people and change management, developing digital strategy and driving transformation. SRF於2019年11月啟動轉型計畫「SRF 2024」。我們貫徹始終的目標是成為一家面向瑞士德語區所有人的媒體公司。由於人們已經支付費用,因此有權按照規定享有合適、獨立且高品質的媒體產品。
我們面對的主要挑戰包括:首先,SRF的服務並非人人受用,年輕觀眾的數量正在下降。再者,在數位化時代中,媒體市場擴及全球,媒體內容產地與觀眾的關聯性也因之降低。公共服務媒體(PSM)必須不斷提升其自身對於社會的價值。第三則是預算金額減少。因此,我們努力制定目標形象、全方位策略、設計原則,並依此產生一套新的營運模式。這套模式的核心則是一致的觀眾導向。
四年後的今天,SRF做出一些重大改變,而這也才是起步階段。由於數位轉型並不容易,我們仍在微調領導與治理流程。

SRF 2024 – How digital transformation changed the company Swiss Radio and Television (SRF)
In November 2019, SRF started the transformation project “SRF 2024”. The goal was and still is to be a media company for everyone in the german speaking part of switzerland. After all, everyone pays fees and is therefore entitled to a suitable, independent and high-quality media offering, as stipulated in the performance mandate.
Let`s face the main challenges: First, SRF is not relevant for everyone, declining among young people. Second, in the digital world, the media market is global, the place of origin has little relevance for the audience. Public Service Media (PSM) have to constantly prove their value in society. Third, declining budgets. So we rolled up our sleeves and developed a target image, a 360 degree strategy, design principles and, derived from this, a new operating model. At the core is consistent audience orientation.
Today four years later, SRF has made some major changes – and is just getting started. Because digital transformation does not happen easily and we still fine tuning our leadership and governance processes.
The presentation deep dives into drivers of the SRF transformation, how to address challenges and implement change.
