激烈媒體競爭中，公共服務媒體必須持續受到國民喜愛與支持，這更是生存挑戰。

2022年，公共服務媒體迎來歷史里程碑。BBC首先百年紀念，其他公共媒體包括NHK在內將陸續跨越百年歷史線。公共服務核心理念如何在新時代仍欣欣向榮，提供新聞、教育、娛樂，並且與國民生活息息相關，這也是相對年輕的台灣公視心念所在。

公視基金會2022年度國際研討會將於2022年12月6日舉行，以「擁抱改變 – 公共媒體數位轉型」為主題，邀請日本NHK、韓國KBS、丹麥DR代表，分享數位轉型經驗。期許公共媒體在新時代茁壯繁榮，擁抱改變，永續成長。

岩城　正和　(Iwaki Masakazu)

岩城正和簡歷

岩城正和於2021年6月就任NHK放送技術研究所（STRL）副所長一職。

2018年至2020年間，曾外調NHK相關組織──NHK Engineering System，在該處負責推廣、發展NHK開發之AI技術。

2015年至2017年間，他在NHK放送技術研究所的人機介面研究部擔任部長，總籌管理提升媒體傳達性（無障礙化）的人機介面技術研發。

2010年至2018年間，任職於NHK同時，他也兼任ABU（亞太廣播聯盟）技術委員會的副主席及主席等職務。

岩城先生於1990年就職於NHK，1994年至2008年間，在放送技術研究所擔任音效研究員，曾經開發過收錄昆蟲腳步聲的麥克風以及最高可以收錄到100kHz頻率聲音的麥克風等設備。

About the speaker

Iwaki Masakazu was appointed Deputy Director of Science & Technology Research Laboratories (STRL), NHK in June 2021.

Prior to that, from 2018 to 2020, he was seconded to NHK Engineering System, Inc., an associated organization of NHK, where he was in charge of promoting and deploying AI technologies developed by NHK.

He was Head of the Human Interface Research Division in STRL and controlled research and development of human interface technologies to improve media accessibility from 2015 to 2017.

While working at NHK, he also served as Vice Chairperson and Chairperson of the ABU(Asia Pacific Broadcasting Union) technical committee from 2010 to 2018.

Iwaki joined NHK in 1990. From 1994 to 2008, he worked as a research engineer of acoustics in the STRL, and developed microphones that capture the sound of insect footsteps, as well as microphones that can capture sound up to 100 kHz, and so on.

略歴 岩城　正和　(いわき　まさかず)

岩城正和氏は、2021年6月にNHKの放送技術研究所（STRL）の副所長に就任しました。2018年から2020年までは、NHKの関連団体である、NHKエンジニアリングシステムに出向し、NHKが開発したAI技術の普及・展開を担当しました。

2015年から2017年まで、放送技術研究所のヒューマンインタフェース研究部の部長として、メディアのアクセシビリティ向上のためのヒューマンインタフェース技術の研究開発を統括しました。

NHK在職中の2010年から2018年までABU(アジア太平洋放送連合)技術委員会の副議長、および議長も務めました。

岩城氏は1990年にNHKに入局しました。1994年から2008年まで放送技術研究所の音響分野の研究員として、虫の足音をとらえるマイクや、100kHzまでの音をとらえるマイクなどを開発しました。

未來公共媒體的新科技

概要

長年技術研發與實用化發展經驗，以及當前網路時代媒體環境變化的啟發之下，NHK放送技術研究所在2021年4月發表了「未來願景2030 ~ 2040」。

本次演講將介紹AR / VR等具有較高沉浸感的內容、讓使用者透過超越8K UHDTV畫質的立體影像來欣賞元宇宙等內容的「沉浸式媒體」，還有針對包含聽障者的各受眾的「普及近用服務」等未來願景。

Emerging Technologies for Future Public Media

Abstract

NHK Science & Technical Research Laboratories has released "Future Vision 2030-2040" in response to past R&D and practical application efforts and changes in the current media environment in the Internet age in April 2021.

In this presentation, Mr. Iwaki will introduce the future vision includes “immersive media” that enables viewers to enjoy highly immersive content such as AR/VR, metaverse with the three-dimensional image beyond 8K UHDTV, and "universal services of accessibility" that targets a diverse range of viewers including people with hearing impaired.

概要

NHK放送技術研究所は、これまでの研究開発・実用化の取り組みや、インターネット時代における現在のメディア環境の変化を受けて、「未来ビジョン2030-2040」を2021年４月に発表しました。

本講演では、AR/VRなどの没入感の高いコンテンツや、8K UHDTVを超える立体映像によるメタバースなどを楽しめる「没入型メディア」、聴覚障害者を含む多様な視聴者を対象とした「ユニバーサルサービス」などの将来ビジョンを紹介します。

Kåre Vedding Poulsen

講者介紹

Kåre Vedding Poulsen任職於丹麥公共媒體DR，從事電視、廣播以及數位媒體相關工作已經超過25年。他在DR負責管理創意互動媒體專案也已經有相當長的一段時間，並曾經榮獲義大利獎（The Prix Italia）與歐洲獎（The Prix Europa）等國際獎項。Kåre擁有文學與電影的文學碩士學位、哥本哈根商學院EMBA學位以及劇本寫作學位。多年來，他持續主持數位媒體會議，並曾經多次針對數位媒體在公共服務廣播之發展，在世界各地公開演講與發表觀點。

About the speaker

Kåre Vedding Poulsen has been working Danish Broadcasting Corporation with tv, radio and digital media for more than 25 years. He has a long history in DR of managing innovative interactive media projects, and won international prizes such as The Prix Italia and The Prix Europa. Kåre has an Master of Arts in Literature and Film, an Executive MBA from Copenhagen Business School and a degree in Script Writing. He has been moderating digital media conferences for years and done numerous lectures and talks on the development of digital media in Public Service broadcasting to audiences all over the world.

共創未來社會：公共服務媒體在數位新時代所扮演的角色

網際網路成了戰場，這場戰爭會決定我們正在創造的未來社會將何去何從，公共服務媒體所扮演的角色也因而有了變化。這次演講將會指出傳播媒體當今面臨的核心困境。這些困境不僅涉及新型內容傳播平台的構建，而且也牽涉到透過與公民聯繫以及互動，藉此建立新的社會解決方案──或許這才是更重要的。學習相關的方法，並且回顧最近的相關案例，看看公共服務媒體專案是如何利用數位媒體與公眾進行建設性的對話，並藉此共同建立新的公益性倡議。在民主的名義之下，媒體應該如何為民喉舌？我們可以創造什麼樣的社會？科技又應該在其中扮演什麼樣的角色？

Creating future societies together: The role of PS media in new digital landscapes’

The role of PS media today changes as the internet becomes a battle zone for what future societies we are creating. This presentation points at some of the most central dilemmas that broadcasters face today. Not only when it comes to building new platforms for content distribution, but also – and perhaps more important - in connecting and interacting with citizens to create new societal solutions. Learn methods and see cases from recent years, where PS media projects have used digital media for constructive dialogue with the public to help co-create new initiatives for the common good. How can media give people a voice in the name of democracy? What type of societies can we create - and what role should technology play in them?
